Midterms elections are often inconsequential moments in the electoral process. Interest tends to be weak and voter turnout tends to be low. This is not likely to be the case in 2018. President Trump has record low popularity for this time in the election cycle, with approval for Congress in the teens. The people are not happy. Against this background are some questions: Will there be a voter reaction to the Trump presidency and Republic Congress? If so, which side will be more mobilized, more committed to having its voice heard? How will the 2018 election results set the stage for 2020?
